Abstract

study on the development of the certification body (CB) for GLOBALGAP organization approval was investigated. The study plan was designed by establishing tools and arrangements for in depth interviews on the existing certification bodies in Thailand. Secondary and tertiary information of Good Agricultural Practice (GAP) and the certification procedures were collected. The following facts were obtained that GAP certification which was accepted by high-end market (Supermarket) was only EUREPGAP (or GLOBALGAP). In Thailand, certification bodies provide services for the food industry i.e. GMP and HACCP. While the certification body certifying national GAP was the Department of Agriculture, Ministry of Agriculture and Cooperatives. However, the procedure for equivalency or approval by GLOBALGAP had not yet been achieved. This study analyses showed that the potential existing certification body was MASCI; Management and System Certification Institute for ISO standard. This CB was ready to lead the process of approval by GLOBALGAP and had to consider by international accreditation body approval either from Joint Accreditation System of Australia and New Zealand (JAS-SANZ) of Australia/New Zealand or from Deutches Akkreditierunssystem Pruefwessen GmbH (DAP) of Germany. As a consequence, MASCI is preparing for its competent staff to attain the knowledge and practice in GLOBALGAP standard. In addition, the inspector and auditor who hold the qualification as required by GLOBALGAP should be trained urgently in order to reduce the certification cost structure of the GLOBALGAP certification in Thailand which may vary between 100,000-150,000 Baht for an audit.
