The research was concluded in 2013 and the methods applied were a study on related consumer protection laws, direct field surveys including questionnaires, and in-depth interviews with 13 relevant organizations. In addition, brain-storming among the relevant key informants was also undertaken. The findings revealed that 60 laws involved preventative measures and only 4 involved consumer redress i.e., a “funding measure” under the National Health Security Act B.E. 2545 and Tour Business and Guide Act B.E. 2551 and a “compensation measure” under the Product Liability Act B.E. 2551 and Consumer Case Procedure Act B.E. 2551. The interviewed organizations did have some voluntary measures assisting consumers e.g., providing a mediation process for consumers including shortterm stay consumers and litigating the civil case on behalf of consumers by the Office of the Consumer Protection Board by virtue of the Consumer Protection Act B.E. 2522. The results of the redress laws are by-laws regarding a consumer’s claim for compensation. In addition, consumer awareness and business ethics are key performance indicators to achieve fairness in Thai consumer society and minimize damage. The Office of the Consumer Protection Board should be recognized as a National One Stop Service. Online Dispute Solution is an alternative to a cross-border redress scheme. In addition, funding measures and an official standard brand should also be applied. |
