Population of this study were the officials in 4 ministries at provincial level. The data were collected from 631 officials including the information that gathered by interviewing the 41 provincial officials and 48 central administrators. The result of this study were as following (1) NCRD projects offered for the benefits of cooperation and spirit of working for rural people. (2) There were some shortage of manpower for community development workers in Tambol level. And Fishery officials in District level, etc. (3) Mostly of organizations has a sound distribution of manpower to provincial level. (4) The officials’ quality especially for educational attainment were mostly improved. (5) The critical problems in manpower utilization were : (5.1) Shortage of manpower, therefore they worked overtime frequently (5.2) Some obstracles came from low allowance, lately of material allocated and so on. |

The study and analysis of governmental rules and regulations are made in terms of descriptive analysis. The results of this survey are found that the most frequently offered manpower development services that were available to all levels of civil servants were made in term of training programs. TO assue organizational climate and personnel system conducive to internal development were absolutely neglected. Moreover, government rules and regulations can be said that they were the significant barrier to internal manpower development and should be removed in order to conducive to development. |
