Moreover, comparative study of organizational climate in the three sectors are deeply concerned. The interview of 300 personnels in the three sectors was conducted. The variables in this study are organizational climate, job characteristics, development opportunities and growth need strength. The results of this study revealed that there was the highest correlation between the organizational climate and self-development; job characteristic, development opportunities and growth need strength were secondary correlated. The organizational climate of the three sectors were positively correlated at the moderate level however, the organizational climate of the private sector is better than the public and public enterprise sectors. The autonomy, morale and task structure were the variables of organizational climate that had impact toward personnel development in the public sectors, private sectors and public enterprise sectors respectively. The problems and barriers to the personnel development in the public and public enterprise sectors were rules, regulation, and line of authority. In other words, it can be said that “bureaucracy is the major factor to the unsuccess of personnel development in the public and public enterprise sector” In the private sector, organizational conflicts and heterogeneity were the barriers to personnel development. Furthermore, the personnels in good organizational climate had higher self-development than the personnels in bad organizational climate. However, the organizational climate caused different self-development levels only of there was much difference between the job characteristics, opportunities and growth need strength. The study also found that the master plans of personnel development in the public sector emphasized on self-development opportunities and training programs more than the other. The study and analysis of governmental rules and regulations are made in terms of descriptive analysis. The results of this survey are found that the most frequently offered manpower development services that were available to all levels of civil servants were made in term of training programs. TO assue organizational climate and personnel system conducive to internal development were absolutely neglected. Moreover, government rules and regulations can be said that they were the significant barrier to internal manpower development and should be removed in order to conducive to development. |
