The target areas were Ban Khao Jao and Ban Tha Wang Hin border patrol police schools in Khao Jao sub-district of Pran Buri district in Prachuap Khiri Khan province. The target groups were14 teachers from both schools. Data were collected through fieldwork, group meetings, and in-depth interviews. Content analysis and triangulation techniques were used to analyze data. It was found that: 1) problems in the English of border patrol police teachers from both schools resulted from their lack of fundamental knowledge of English especially in vocabulary, grammar, and pronunciation which affected communication and teaching due to the absence of a previous educational background in English or teaching English; and 2) the selfdevelopment approach to English teaching empowerment in response to the needs of border patrol police teachers included a self-instructional package providing independent English language learning and an intensive workshop on the practice of English for communication. |
